Appian Group has been commissioned by the Department of Housing and Works to prepare a business case study on behalf of the Department of the Attorney General to address the accommodation deficiencies and future growth of the Supreme Court of Western Australia.

As lead consultants for the study, Appian Group examined the future accommodation requirements of the Supreme Court and developed facility options to satisfy these requirements based on a range of property models (e.g. leasing commercial office accommodation, reuse of existing Government assets and redevelopment of the existing Supreme Court site).  The facility options were assessed having regard to all planning implications and risks, functional / operational implications and capital and recurrent costs.  All financial modelling, cost benefit and risk analysis for the project has been undertaken by Appian Group. 

During the course of the study, Appian Group was requested to expand the scope of the business case to include accommodation for the State Administrative Tribunal.  The potential inclusion of this jurisdiction could provide long term future-proofing of the asset for use by the Supreme Court.

Significant liaison with stakeholders including the Judiciary, Department of the Attorney General staff and other government and non-government entities has been essential to determine the critical aspects of the project that must be addressed.

The final business case report will examine various property models and analyse them in terms of capital costs, operational costs and functional benefits so that a preferred model can be recommended to Government.
