Project: Metropolitan Prison Precinct Site Selection

Client: Department of Housing and Works For Department of Corrective Services

Stage: Business Case

Appian Group was commissioned by the Department of Housing and Works as project managers to provide coordination and support services to the Department of Corrective Services for the Metropolitan Precinct Site Selection project.

The project seeks to identify a suitable parcel of land in close proximity to the Perth metropolitan area that will contain a number of prisons serving different purposes. It is a major planning initiative to cater for the custodial needs of the metropolitan area over the next 100 years.

Appian Group worked in collaboration with the Department of Corrective Services, the Department of Housing and Works and technical consultants engaged on the project to develop a framework to identify and evaluate potential locations for the facility. Seven potential sites were identified and evaluated based on a sustainability approach to land suitability assessment involving Multiple Criteria Evaluation (MCE) using an Analytic Hierarchy Process (AHP). Appian Group led this evaluation process and was responsible for preparation of the evaluation guidelines, chairing and recording outcomes of all evaluation meetings and preparation of all evaluation reports.

For this role Appian Group acted as Executive Officer to the Project Control Group (PCG) and the Working Group and was responsible for preparation of reports and minutes associated with these meetings.

Appian Group was also responsible for preparation of all project programmes, allocating responsibilities to achieve the programme and monitoring performance and reporting to the PCG.

All briefs and tender documents to engage the project's multidisciplinary consultant team were developed by Appian Group, and subsequent to their engagement Appian Group was responsible for coordinating their services and all technical information for the duration of involvement.
