Project: Lime Street Development

Client: St Bartholomew’s House Inc.

In 2008 Appian Group was engaged by St Bartholomew’s House Inc. to undertake the role of Project Manager for the definition, planning, design management and services procurement of a multi-level Lime Street Development in East Perth for disadvantaged people.  In November 2010 Appian Group’s brief was extended to provide project management and superintendence services for the construction phase of the project.

There is a strong expectation for this project to become the Western Australian benchmark for the provision of crisis, transitional, long term, affordable housing and aged care for disadvantaged people.  It is intended that this facility will provide the opportunity for St Bartholomew’s House to move away from a welfare based accommodation model to a proactive model of assistance and support to achieve independence.

The Lime Street Project will produce accommodation to cater for 148 financially and socially disadvantaged people, related operation/recreation facilities, support services together with residential aged care.  The building will provide management and administration facilities for both St Bartholomew’s staff and their specialist consultants.

The assignment has required negotiation of the details of funding agreements with Federal and State Government Departments and a lease for the site with the East Perth Redevelopment Authority (EPRA). Subsequently Appian Group was required to secure all planning and building approvals through EPRA and the City of Perth.

Appian Group was responsible for the development of the project procurement strategy, appointment of consultants, contract documentation, tender negotiations and ultimately management of the consultant team and the construction contractor through to project handover to St Bartholomew’s.  Appian Group will also complete all funding agency reporting requirements for the project.

The development is programmed for the occupation by St Bartholomew’s in early 2011.
