Project: CBD Courts Project - Central Law Courts Refurbishment

As part of the CBD Courts Project, the Central Law Courts (CLC) building is undergoing a $35m refurbishment to accommodate the requirements of the Magistrates Court, the Coroner's Court and various support groups.

A design and construct contract for the refurbishment was executed in June 2004 with the Western Liberty Group (WLG) CLC Pty Ltd, an entity established by ABN AMRO with John Holland Group as the building contractor.  The contract is being delivered in two separate stages in a fully operational court environment.

The first stage was completed in May 2007 and involved refurbishment of the building's exterior including painting, waterproofing and roof repair works together with progressive refurbishment and upgrade of controls to the judicial and public lifts.

The second stage involves interior refurbishment of the CLC building to accommodate the requirements of the Magistrates Court and Coroner's Court.  Modifications to the Hay and Irwin Street facades are also being undertaken to create a new entry to the building near the Hay-Irwin intersection that relates to the entrance of the new District Court Building situated directly opposite.  The Stage Two works commenced in June 2008 following relocation of the District Court to its new purpose-built facility, which provided the required capacity within the CLC building to progressively hand over areas to the contractor for refurbishment.

Two unique features of the contract, which were initiatives of Appian Group to manage project risks, include:

  • a detailed latent condition schedule which allocates the various risks between the parties. The schedule lists over 60 different latent conditions and was prepared following a detailed site investigation prior to contract execution: and
  • a series of written design undertakings which detailed the State's required design improvements as an obligation for further design development by WLG CLC Pty Ltd.

The CLC refurbishment works are scheduled for completion in the third quarter of 2009.
