Project: CBD Courts Project

The CBD Courts Project ($400m NPV) is the most significant courts development to be undertaken in Western Australia; it is also the State's first public private partnership under the Partnerships for Growth policy.

The project incorporates the development of a new $195m District Court building designed by the Perth contingent of prominent architects Cox Howlett + Bailey Woodland, the $35 million refurbishment of the Central Law Courts building and the delivery of key services for up to 25 years.

In late 2002, Appian Group was appointed to the role of Project Director for the CBD Courts Project. Upon appointment, Appian Group undertook a detailed analysis of the project and prepared a business case. This study identified that the capital requirements of the project could be reduced by approximately 35% while providing a solution that was preferred by the key stakeholders over the original project concept.  The findings of this business case then formed the basis for the brief development and procurement phases of the project, led by Appian Group with specialist input from financial advisors PricewaterhouseCoopers, the State Solicitors Office, design and engineering consultants and inter-departmental government stakeholders.

The principles of the business case have remained unaltered and Appian Group is currently managing the delivery phases of the project on behalf of the Department of Housing and Works and the Department of the Attorney General.  In providing these services, Appian Group is responsible for the coordination of all consultants on the project including financial advisers, legal advisers, architects, engineers, services consultants, technology consultants and facilities management consultants.

Appian Group also works with officers from the Department of the Attorney General in undertaking consultation with the Judiciary and the numerous legal and other stakeholder groups on the project.  

Appian Group is responsible for drafting of monthly management reports and for coordinating stakeholder reviews and approvals of project documentation received from project consultants and service providers.
